The drawings you need, the offices you visit, the fees you pay, and the three mistakes that add months to an approval.

Building permission is not difficult. It is simply unforgiving about sequence: a file that arrives incomplete goes to the back of a queue, and the second visit takes longer than the first.

What you need before you apply

  • Land ownership certificate and a current land revenue receipt
  • A blueprint or trace map from the survey office
  • Architectural drawings: site plan, floor plans, sections and elevations
  • Structural drawings and calculations signed by a registered engineer
  • Citizenship copies of every registered owner
  • Consent letters where the land is jointly owned

The sequence

  1. Site verification. A municipal technician visits to confirm the plot, the road width and the setbacks.
  2. Drawing submission. The drawing set goes in with the application form and the ownership documents.
  3. Technical review. The municipality checks setbacks, ground coverage, height, and the structural design against the building code.
  4. Fee assessment and permit. Charges are calculated on built area, then the construction permit is issued.
  5. Stage inspections. Most municipalities inspect at plinth level and again at completion before the completion certificate.

The three mistakes that cost months

Starting work before the permit. A stop-work notice is expensive and slow to lift, and it is issued more often than people expect.

Ignoring setbacks and road widening. The setback is measured from the planned road width, not the current one. Many owners design to the lane they can see and lose a metre when the file is reviewed.

Building something other than the approved drawing. If the built structure does not match the permit, the completion certificate is refused, and that certificate is what a bank asks for when the property is later mortgaged or sold.

How long it takes

With a complete file, four to eight weeks is normal in the valley municipalities. An incomplete file, or one with a setback problem, can take three months or more. The paperwork is rarely the delay. The drawings are.
